Miva Merchant Synchro v1.64
Fixes:

1. Troubleshooting changes. Forced logging whenever license registrations are done.

2. Changed registration URL from miva.com to mivamerchant.com.

3. Removed extra AfxOleInit call in DelegationWindow.cpp that was causing crashes.
